Ten teams were relegated from the so called Transitional League which came to be the Second League or the Third Division. The FFU decided that the Transitional League of the previous season had to promote the higher-placed clubs to the newly created Second League and the other teams were to stay put. No matter how one looked at it, the fourth level of non-amateur competition was created for the next few seasons.
The ten not-so-lucky teams of the previous season were:
